Gov. Mike DeWine signs a bill to prohibit Ohio colleges, universities from blocking controversial speakers

Gov. Mike DeWine signed Friday Senate Bill 40, which will prohibit universities from blocking controversial speakers on campus, as well as banning the establishment of free speech zones.

The Forming Open and Robust University Minds Act — or FORUM Act — prohibits the schools and officials from stopping free speech, except for restrictions deemed as reasonable and content-neutral or those that provide “ample alternative means for expressive activities.
